These contacts should favor not only those linked to clandestine trade with Britain but mainly to creole independence party [3]. These revolutionaries, including highlighting the brothers Nicolas and Saturnino Rodriguez Pena, Hipolito Vieytes, Juan José Castelli and Manuel Belgrano, had been contacted by the emissary Mariano Ramos Castilla and 1803 would have conveyed that to the interest of freeing South America to Lord William Grenville [4] and Admiral Sir Sidney Smith, [5] who together with the Chilean Eugenio Cortes and underwent Azua turn to Lord Castlereagh that proposal [6] and William Pitt, [7] which gave impetus to the mission of Burke.]
